I've seen this now in a Galaxy S3 running 4.1.1, as well as a Nexus 7 running 4.3. In both devices, {{Environment.getExternalStorageState()}} is returning "{{mounted}}", but {{context.getApplicationContext().getExternalCacheDir()}} returns {{null}}, and so the XWalkView fails to instantiate.
