I can't reproduce this. Using:
navigator.camera.getPicture(onSuccess, onFail, { quality: 30,
       targetWidth: 640,
       targetHeight: 480,
       saveToPhotoAlbum: true,
       destinationType: Camera.DestinationType.DATA_URL
   });

Are you getting any sort of error output?
