Hi, I hope this is the right place to suggest this!
A lot of times when working with cordova I find myself wanting to exclude all 
the cordova platforms and plugins from my version control (git in my case). A 
lot of the tools that today's hybrid/web/html5-app developers use, like npm and 
bower provide install commands so excluded 3rd party code can easily be 
installed after the project was cloned. Usually a json file keeps track of the 
packages and their exact versions to install when these commands are run. This 
allows the developers to keep their repository clean of 3rd party code and 
ensure that everybody's working with compatible package versions.
To my knowledge cordova does not provide an easy way to achieve this. That's 
why I would like to see some sort of cordova install command and maybe a 
cordova.json that keeps track of the installed platforms and plugins and their 
respective versions, so developers don't need check in cordova code in their 
repositories or manually keep track of the installed platforms and plugins.

What do you think?

I'm happy to contribute if I can. I'm fairly accustomed with node.js 
development so I might be able to help. I'm not familiar with the cordova cli 
code though.
