all anchor tags are tested as external links (there's no way to figure out the
target attribute, sadly), and if it passes <allow-intent> they are opened in
Safari (the external handler), if it doesn't pass, it goes through the
<allow-navigation> filter. Here, it failed the <allow-intent> filter but passed
the <allow-navigation> filter.
