In both 
1. Settings -> iCloud -> Storage -> Manage Storage -> Show All
2. Settings -> iCloud ->  iCloud Drive

I couldn't see any Cordova apps (nor the PhoneGap Developer app) listed, I 
think this new two-pronged approach is new in iOS 9. I seem to remember Cordova 
based apps *was* listed in here before. Therefore this issue is not relevant 
for iOS 9 IMO.

Moving it off to a separate plugin is a good idea - please file that issue.
