Closing this as "Not A Problem" because this is not a Cordova problem.
That you updated to Cordova 6.3.1 is just a coincidence, you can install
previous versions of Cordova and you will probably see that the problem
persists.
I have tested your example with Cordova 6.3.1 on two devices with Android 5.1
and Android 6.0.1 and default values were working, so this might be device
specific or brand specific.
You said that you are testing on a Samsung phone, Samsung uses their own
webview, so the problem is probably theirs, and you might have updated the
webview.
