Resolution: Cannot Reproduce

We can't reproduce the problem and it's definitely a connection problem.
Might be something temporary, or user specific, or country specific.
You can try to install plugins from the github url instead of installing them
from npm.
cordova plugin add https://github.com/apache/cordova-plugin-splashscreen
If that doesn't work neither, you can clone the plugin from github or download
the source code form the github website and then install with
cordova plugin add /local/path/to/the/plugin
