Also -- is telemetry enabled on your install of the CLI? I've had occasions
where the telemetry request takes a long time, causing builds to take a
significantly long period of time.
Another thought -- any antivirus/anti-malware software on your machine? I've
also seen cases where having an AV software doing live checking of anything
added to the file system significantly slowed things down (especially npm
install steps).
