installing plugins on windows

The thing is, if I request ^2.3.0 to be installed, then 2.4.1 will satisfy
that. But so will 2.3.0 if it is possibly already in the dependency tree.

When ^2.4.1 is persisted to the `package.json` then 2.3.0 would not satisfy
the requirement on future installations. *Installing* the version is fine,
*persisting* it to the `package.json` isn't. I don't understand why npm would
do that.
