Remove the Bouncy Castle license from the distribution.

Since bouncy castle has been removed from the distribution, the license file
should be removed as well; \apache-cxf-2.4.1\licenses\bouncy-castle.txt.
Also, in the DEPENDENCIES file of the cxf-manifest.jar, there is reference to
the Eclipse license. Therefore shouldn't this license (file) be added to the
licenses folder (i.e., \apache-cxf-2.4.1\licenses\). I don't understand though
why this is here... where is it included in the distro?
