Although WS-RM 1.1/1.2 support is included in CXF, the support for WS-RMP 1.1
is not yet implemented and needs to be added. This is a major change from
WS-RMP 1.0, with an entirely different set of policy assertions. Currently some
of the WS-RMP 1.1 policy assertions are controlled by CXF feature
configuration, so the policy support needs to work in combination with the
feature configuration. The feature configuration also needs to be extended to
support things which were defined as policy assertions in WS-RMP 1.0 but are
missing from 1.1 (inactivity timeout, retransmission algorithm and times).
