Currently, the PEP only sends the "{operationNamespace}operationName" to the
PDP for authorization. This does not allow the PDP to perform authorization by
service.
This will be changed to the following instead:
"{serviceNamespace}serviceName#{operationNamespace}operationName}", which will
be truncated to "{serviceNamespace}serviceName#operationName" for the case that
the serviceNamespace == operationNamespace.
