Description:
Currently, the PEP only sends the "\{operationNamespace\}operationName" to the
PDP for authorization. This does not allow the PDP to perform authorization by
service.
This will be changed to the following instead:
"\{serviceNamespace}serviceName\#\{operationNamespace\}operationName", which
will be truncated to "\{serviceNamespace}serviceName\#operationName" for the
case that the serviceNamespace == operationNamespace.
