This is more a question for the users list than a JIRA issue.

In anycase, the policies should definitely be working like that.  However, 
update to the latest 2.6.x or 2.7.x version of CXF and re-try as there has been 
some updates in the policy selection algorithms for the server side.  If there 
is still a problem  please log a bug with a test case or at least a clear 
indication of the what the problem is.
