XSLTTransform has a new property, 'type', set to SERVER by default, can be set
to CLIENT or BOTH.
If set to BOTH then JAXBElementProvider will only add the instruction if
XSLTTransform mediaTypes is non empty and neither of those types is compatible
with the current media type. I think it meets the requirements
