into utility class

Issuing, renewing and caching of SAML token functionality could be reused not
only JAX-WS services (IssuedTokenOutInterceptor), but also for JAX-RS services.
In order to achieve this, some functionality from IssuedTokenOutInterceptor
will be refactored into STSUtils and decoupled from WS-Policy assertions logic.
