Hi Neal, just a quick question, 

the client which sends something like "?a=1,2,3" as opposed to "?a=1&a=2&a=3", 
how does it create "?a=1,2,3", is it some library which does it ? 

If we have the existing deployed clients or the clients which depend on some 
libraries that do collapse multiple values into a comma-separated string then I 
guess it may be worth supporting such clients.  

However, if such clients can be easily modified then I'd still be preferring 
for such clients be updated.
