An xsd:integer (which is the base type in your schema) has a lexical format of:
{code}
integer has a lexical representation consisting of a finite-length sequence of
one or more decimal digits (#x30-#x39) with an optional leading sign
{code}
An empty element does NOT fit that lexical representation (one or more). The
error is completely correct.
