I think this is incomplete, currently CXF ships with wrong OSGi metadata see
here:

So I would recommend to either remove the wrong data (to make it more visible
to consumers that OSGi is no longer supported) or even better to let simply
generate the metadata automatically as suggested here:

that would at least allow basic OSGi operation while it currently is completely
wrecked.
