I must confess I don't understand what you mean with "the manifests do not 
exist in isolation" ... the usual way is to let compute the required manifest 
automatically and that works usually quite nice (and I referenced possible 
options above). But currently CXF seem to add these data manually but not 
updating it properly (as reported at 
https://issues.apache.org/jira/browse/CXF-9163)
