Around 2.4.0 there was a layout change on the download.openoffice.org web pages
with a noticeable increase in the number of people asking how to download OOo
without JRE.  

Here are some specific observations.
1. The download page used to (if I remember correctly) always ask about the JRE,
but now it assumes the JRE.
2. The link http://download.openoffice.org/other.html#en-US hides the JRE option
just above the fold.  What is the point of #en-US ?  All the languages point to
the same spot.
3. Even if a person scrolls up on that page, the JRE checkbox is subtle because
of its unconventional use.  Usually checkboxes are for submissions forms---not
links.

Combine this confusion with the fact OOo 2.4.x includes old JREs and the JRE is
so large, and many people are unhappy.
