To make this work we would have to have some way to flag the system functions,
as these currently found in the same manner as UDFs, by scanning the classpath.
One possibility would be generating a list of all of the functions at the time
we build Drill. At the time of drillbit startup, we would check this list
against each function found and register it into the appropriate system or UDF
list.
