LogRegex Format Plugin to EVF V2
## Description
This PR converts the log/regex reader to use EVF V2. It also incorporates
[DRILL-7029](https://issues.apache.org/jira/browse/DRILL-7029) which relocates
the log regex reader to the `contrib` folder. This has the advantage of making
the README file in a place where it is more likely to be found.
## Documentation
No user facing changes.
## Testing
Ran existing unit tests.
