If one forks a finreract-cn-* project and enables travis builds for the
repository then travis builds fail because it wants to upload snapshot
artifacts to Mifos Artifactory but has no access. Travis.sh needs to be
upgraded so that if it is non-apache repository it should not try to upload
anything to Artifactory.
