[~vishwasbabu] OK, I see. So what we really should be doing then is to 
"properly" release 1.3.1, huh? :P

I'll rename this from "Clarify Fineract Version 1.3.1" to "Release Apache 
Fineract v1.3.1" and we'll see if someone wants to do this.
