*Reproduction Steps*
Step 1 : create a war from latest develop branch
Step 2 : you deploy the war and initialise all fresh tables
Step 3 : stop the tomcat and dump your latest fineract_default database of the
same version of war used on both servers
Step 4 : restart the server and it says tables already existing - the
deployment script still wants to re-create all the tables afresh
