[~uddyangoyal] [~ruhiu]  Thank you for debugging this issue.

The condition that is present now i.e to have maxcap and mincap only for % 
parameters is valid and as per the business use case. we cannot have it open 
without any condition because when the chargeCalculationType is set to FLAT 
then there is no use for mincap and maxcap values as the charge value always 
remains the same amount.

But in % based on any amount the value might change hence the mincap and maxcap 
are required for % amount and implemented only for that.

 

This issue was initially raised here thinking it could be a back-end issue..but 
after analysis this was an UI issue that was addressed under the ticket 
[https://github.com/openMF/web-app/issues/1923]

But this ticket was not updated accordingly.
