## Problem
The Mifos web application currently has no tenant-level configuration for
branding.
To support institution-specific branding (for example BBVA, HSBC, Commbank),
the web application needs a configuration value that stores the tenant's
primary color. This configuration should be shared by every user of the same
tenant rather than being stored per browser or per user.
## Proposed Solution
Introduce a new global configuration property:
web-app-primary-color
stored in `c_configuration`.
The property will be exposed through the existing Global Configuration API so
the web application can retrieve and update it without introducing any new REST
endpoints.
## Acceptance Criteria
- Add a new Liquibase migration to seed the configuration.
- Configuration is available through the existing Global Configuration
endpoints.
- Default value is `blue`.
- Configuration is stored per tenant.
- No new REST API endpoints are introduced.
