## What and why Make the accounting Charges list distinguish a failed request from a valid empty result. The component now drives the data table's existing error state, clears stale rows after a failure, and wires the retry action back to the load request. The new component spec covers successful data, empty data, failure, stale-data clearing, and retry behavior.
