Sounds fair, let's keep it open and revisit once #6174 lands. Please give the 
discussion on #6174 a read before you rebase, especially the cash-based 
accounting entries Bharath and Adam agreed on and the withhold-tax analysis, so 
that #6614 stays aligned with it.
