The `GET /fineract-provider/api/v1/glaccounts` endpoint has two defects, both 
located in `GLAccountReadPlatformServiceImpl`:

1. Supplying the `searchParam` query parameter causes the request to fail with 
HTTP 500 because the generated SQL is invalid.
2. GL accounts without a tag are returned with a meaningless `\{"tagId": {"id": 
0}}` object instead of having no tag.
