Eyad Sharkawy created FINERACT-3026:
---------------------------------------

Summary: Pass dateFormat/locale and add row-level error handling
across all bulk import handlers
                 Key: FINERACT-3026
                 URL: https://issues.apache.org/jira/browse/FINERACT-3026
             Project: Apache Fineract
          Issue Type: Improvement
          Components: DataImportTool
            Reporter: Eyad Sharkawy
            Assignee: Eyad Sharkawy

Currently, bulk import handlers (loans, savings, clients, groups, centers,
etc.) call ImportHandlerUtils.readAsDate(col, row) without passing the
template's dateFormat and locale. As a result, date values formatted as strings
in Excel cannot be parsed with custom locale date formats, and ambiguous
formats (such as dd/MM/yyyy vs MM/dd/yyyy) cannot be disambiguated.

Additionally, when parsing fails for optional or required date/data fields in a
row, the error is not always captured at the row level in the output Excel
sheet (STATUS_COL), which can either crash the batch import or silently drop
values.

Scope:
 # Update all ~17 bulk import handlers to pass dateFormat and locale to
ImportHandlerUtils.readAsDate().
 # Implement consistent per-row error handling in readExcelFile() across
handlers so that parsing errors surface in the row's STATUS_COL in the
resulting Excel workbook.
