Hi Josh, no the comment is for this ticket (SK active event not dispatched).
TextInputSkin & StageTextInputSkin didn't change in 4.12
Only ScrollingStageTextInputSkin is new, and it's the default skin.
The event bug was on SSTIS and that's what I fixed.
