Thanks Maurice.
Does a project need a metadata file to be valid? None of the sdk themes use 
one, and docs state that a file will be generated if not specified (confirmed 
by examining catalog.xml in swc).
I tried adding defaults-css-url but it makes no difference.
According to docs, i'm creating the theme correctly
