Hi Alex Harui,
Please follow the below steps to reproduce.
1) Run the Flex application in IE browser
2) In IE browser beside the Tab area right click select "Menu Bar"
3) Select View -> Encoding -> More -> Japanese (Shift_JIS)
4) Observe the application that application not loading (Displaying empty
browser)
