@Alexander, On November 21 I thought you agreed that your test case was also 
fixed by making sure you don't add a popup twice.  If that's not true, then we 
need some sort of test case that shows that the upstream problem is not in 
misuse of PopUpManager.

Nobody answered my questions about what the desired behavior should be if 
someone does try to popup something twice.
