Mark Kessler resolved FLEX-34028.

       Resolution: Fixed
    Fix Version/s: Apache Flex 4.15.0

Changed how the down click drag preparation behavior works.  If the CTRL key is 
down and the current item being clicked on is already selected (meaning would 
toggle it's selection) it will avoid the drag prep.  This allowed the selection 
toggle to work again.
