Hmm.  Very strange.  The installer appears to be skipping the AIR SDK 
installation completely.  In the lib folder are there subfolders like "nai" or 
"win"?

Please use Installer 3.2.  There should only be 4 checkboxes in the license 
agreements.  It is possible that switching languages changes the set of 
licenses and thus which flags are passed to the installer logic.  So check at 
least the first 3, right-click and turn on verbose logging and see what happens.
