If you go this: http://flex.apache.org/tourdeflex/ choose:
MX Framework Components -> Visual Components -> General Controls ->
NumericStepper
and past 0.4 in the first and in the second NumericStepper it correclty show
0.4 (and when you press TAB it cut the decimal value becuase wants only integer)
