Resolution: Cannot Reproduce
It works for me here in the US. Sometimes SourceForge, where the afe and osmf
files live, has problems and returns errors.
Try again, and if it still doesn't work, try to see if you can manually access
these URLs and see if the results are actually a jar or swc:
