Try Ant.
The binaries are here: http://flex.apache.org/download-binaries.html
Get the one for your platform. Expand it into a new folder. Then run Ant from
that new folder.
The command line should be:
ant -f installer.xml -Dair.sdk.version=25.0 -Dflash.sdk.version=25.0
