[FLINK-1554] Allows the LocalFlinkMiniCluster to start multiple TaskManager
in the same ActorSystem
Allows the ```LocalFlinkMiniCluster``` to start multiple ```TaskManager```
in the same ```ActorSystem``` by assigning them unique actor names.
