    [FLINK-947] Add a declarative expression API

    Change translateToDataflow to return Operator
    
    Before, translateToDataflow of SingleInputOperator could only return
    a single input operator of the lower layer, same for TwoInputOperator.
    
    This change allows translateToDataflow to return more kinds of
    operators.
