Hi, [~wheat9] I noticed that you had opened a nice PR(4078). about 
{{DATA_FORMAT}}.  {{STR_TO_DATE}} is the inverse of the {{DATE_FORMAT}} 
function.I appreciated if can take this JIRA.  Please let me know what you 
think?
