[FLINK-8029] Create WebMonitorEndpoint
## What is the purpose of the change
The WebMonitorEndpoint is the common rest endpoint used for serving
the web frontend REST calls. It will be used by the Dispatcher and
the JobMaster to fuel the web frontend.
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.

[FLINK-8000] Sort Rest handler URLS in RestServerEndpoint
Introduce special RestHandlerUrlComparator to sort REST URLs such that
URLs with path parameters are sorted after those without or fewer.
E.g. the following order would be established

[FLINK-8027] Generalize existing rest handlers to work with an arbitrary

By letting the existing REST handlers work with an arbitrary RestfulGateway,
they can be used by the Dispatcher as well as the JobMaster, once it
implements
the RestfulGateway.

This commit lets the JobMaster implement the RestfulGateway. That way,
the JobMaster can be used in combination with the existing REST handlers.
