@GJL:
The temporary savepoint is only relevant for a single `JobMaster` because
the rescaling operation is not persisted. In case of a master failover the user
would have to retrigger the rescaling on the new `JobMaster`.
Concerning the check: True but this would be an unrelated change which
should be part of a separate issue.---
