    [taskmanager] do not process message if not connected to job manager

    When a message is received on the task manager, it should not be processed 
when not connected to the job manager. At least that is what the log message 
states but the message is processed anyways. This pull request changes this 
behavior.
    
    This commit merely includes the code that would have been executed in
    any case to an else block that ensures that it is only executed in case
    the task manager is connected.

You can merge this pull request into a Git repository by running:
