We can fix this at one of two places:
 - {{SystemProcessingTimeService}} service, by moving firing of timers back by 
1 ms
 - {{HeapInternalTimerService}}, which uses {{SystemProcessingTimeService}} but 
is one level higher in the layer of abstractions
