I've reverted the sleep between the jobmanager restarts, as waiting for job
to run was not sufficient to ensure a checkpoint was taken. I've run those
tests multiple times in
flink-ci(https://travis-ci.org/dawidwys/flink-ci/builds/408423871) and they
pass now. @zentol could you have another look
