[~1026688210]，my above comments was just for explaining the reason of adding
{{cutoff}} back to the network buffer in test which is for keeping consistent
with the calculation in _ContaineredTaskManagerParameters._
I agree with your proposal of this jira, and you can adjust the network buffer
test along with the calculation in _ContaineredTaskManagerParameters. :)_
